Volusia County, FL Adopts Ordinance Regarding Lighting Standards for Sea Turtle Protection The County Council established minimum standards for environmental protection in
Chapter 50 of the Code of Ordinances, as permitted by Section 202.4 of the County
Charter. Sea turtle protection minimum standards (Division 6) were adopted in 1989,
which established lighting standards for development along the Atlantic shoreline. The standards are also included in Chapter 72 Land Planning.
The adopted ordinance:
1) amends the definition of regulated boundary;
2) adds a definition of source of light and clarifies that interior lights may be
covered with masking film equivalent to window tint;
3) allows for the use of long wavelength LED lights; and
4) modifies the role of the U.S. Fish and Wildlife Service review of lighting plans.
