Pinellas County, FL to schedule Public Hearing of Ordinance restricting Groundwater Wells from being placed within Rights-of-Way The County Commission will consider an ordinance restricting groundwater wells, other than Florida Department of Environmental Protection-approved monitoring wells, from being placed within County-owned or operated rights-of-way.
